We agree with the comment under paragraph 5.3.1 based on the Haven Gateway Water Cycle Study 2 Report 2009 that 'Growth cannot take place until the treatment works have sufficient capacity.' This strengthens the case for a proper pre-application water quality assessment to be carried out as discussed earlier in this letter.
