To address climate change, new development should be designed to improve resilience and adapt to its effects. The following should be considered and incorporated into suitable planning conditions: a Code/BREEAM pre-assessment should be submitted with applications; on resource efficiency, a reduction in the use of resources should be encouraged; on net gains for nature, ensure the development is conserving and enhancing habitats to improve biodiversity; and on sustainable energy use, the development should minimise energy demand and use decentralised and renewable technologies. It is vital to introduce water efficiency and recycling wherever practical. Landscaping proposals should maximise ecological enhancement.

The policy should be amended to explicitly recognise that not all non-residential development can practically achieve energy and sustainability targets. The policy needs to be sufficiently flexible in order to avoid prejudicing employment generating uses and the construction industry. At paragraph 8.14 this necessary flexibility should also be acknowledged in the forthcoming SPD on Sustainable Construction.
