The document only sets out its strategy for future development in part. Through reliance on windfall sites and deferring decisions about growth later in the Plan period, it only shows locations for just over 50% of the 10,500 homes needed to 2031. Although the Plan period is extended and the housing requirement increased, the strategy has not changed from the adopted Core Strategy. The Review fails to identify specific deliverable sites or broad locations for the full housing requirement, and fails the tests of Soundness. Should allocate sites in accessible locations.

I act for Corindale Properties Ltd. owners of a site in Toller Road close to the waterfront which is within a designated employment zone in the site-specific DPD. Policy CS2 (e) effectively deems this land to be suitable for only B2/B8 uses on the basis that it is outside any designated town centre area to which B1 uses should be focused for their location. This is much too restrictive, ignores the development or lack of development experience of the last 10 years with such sites. Furthermore, the single land use concept for such sites is we think wrong.

We continue to generally support the principle of concentrating development in the town centre and adjoining areas, but only where it does not compromise heritage assets and the distinctive character of Ipswich. We still have some concerns regarding the use of high densities within the town centre, Ipswich Village and Waterfront as this might have negative impacts on heritage assets and wonder whether such a general approach is still justified. The final sentence of Policy CS2 should be reviewed.

The supporting text offers some recognition of the design and conservation issues relating to the location of development, including acknowledgement of the NPPF's requirements in paragraph 8.39. We welcome the reference to the urban characterisation study, which is intended to become an SPD, and look forward to consultation on this document in due course. The findings of this study may need to be reflected within the Core Strategy and other development plan documents.

In relation to Policy CS2 it is recommended that new development should be within sustainable areas with a preference for development on brownfield land. With regard to density there should be flexibility to permit higher densities in some locations outside the town centre, assessment should be made on a site by site basis.
