8.86 asserts that options for supply within the Borough are limited, but there is no assessment of available land within the Borough to meet housing need. Before reliance is placed on meeting needs in neighbouring areas, the Council should seek to allocate additional land on suitable SHLAA sites within the Borough boundary.
Table 3: inclusion of 1,972 units to be delivered in the form of 'residual need later in the plan period' is contrary to NPPF requirement for plans to identify specific sites/broad locations for years 11-15 of the Plan period. The plan places too much reliance on windfall.
