ABP supports the overall site allocation but requests amendment to the wording of the policy to allow for a lesser amount of open space in the proportional split of acceptable uses where a master plan or the preparation of more detailed proposals show this is appropriate and expedient. Site IP037 is situated within the Wet Dock area, part of an existing 'blue network' which provides an attractive waterfront area with public access for the town. The requirement for 15% open space uses is excessive and ignores the amenity function that the water area plays.

Site IP116 St Clements would provide for significant areas of open space in order to conserve the level of tree interest and parkland character of the site. NSFT are currently reviewing land take requirements for retained health care uses on the site and the overall master plan. Therefore the specific percentage of open space would be determined at the planning application stage and may vary from that in the policy.

Site IP263 Land West of Bridge Street lies in the Anglo-Saxon and medieval core, close to the waterfront. No objection in principle to development but it will require a condition relating to archaeological investigation attached to any planning consent. This depends on the nature of any groundworks.

Children's play space is relevant to health and wellbeing. The forthcoming supplementary planning documents on Public Open Space/Space and Design will be important. The County Council supports efforts to promote a high standard of safe, attractive and accessible play spaces. The Suffolk Play Strategy may be helpful in this regard. The document could set out more detailed requirements of specific sites if particular areas of deficit are identifiable in Ipswich. To access a healthy environment, measures proposed for improving walking and cycling connectivity, alongside the provision of open spaces/recreation facilities, are important for improving overall health and reducing health inequalities.

DM43 Land Allocated and Protected as Open Space: we generally welcome this policy subject to any development being required to comply with policies DM33 - DM35. In particular, the development or enhancement of open space for recreation should not contribute increased disturbance effects to designated sites.
Natural England is supportive of the recognition of the essential value of open space to quality of life in Ipswich.
