Draft Site Allocations and Policies (incorporating IP-One Area Action Plan) Development Plan Document

Representation ID: 242

Received: 10/03/2014

Respondent: Lawson Planning Partnership Ltd

Representation Summary:

With reference to proposed site allocation IP005 NHS Property Services Ltd, on behalf of NHS England, wishes to make the following comment:

Whilst the healthcare impact arising from this allocated site in isolation would not necessitate the provision of a new GP surgery, a site for a new health centre to accommodate planned growth may be warranted, subject to the securing of pooled funding from other major housing sites as necessary, and subject to NHS Business case approval procedures.

Representation Summary:

Object to the sports park allocation, site IP150b Land south of Ravenswood. It's not needed, as there are existing facilities nearby at Gainsborough Sports Centre/David Lloyd. We understood the original site was smaller with the remaining land becoming Country Park and buffering the Latitude development. Traffic congestion is a problem in the area and bus services have been cut, so even outstanding planned development at Ravenswood/Futura park will bring traffic to a halt and affect road safety. The design of the Charles Church houses was based on overlooking the country park. The land currently provides a natural haven for skylarks.

Representation Summary:

Whilst the principle of new recreational areas reducing impact on the integrity of the SPA is supported, the close proximity of Pond Hall Farm to the SPA could result in an adverse impact on the SPA unless very carefully planned. Suggestions made in the Appropriate Assessment in the allocations document to avoid adverse impact should be included in Policy DM44.

Representation Summary:

Objection to omission of UCO29 (Jewsons) being omitted from Table 5 listing sites allocated for leisure uses. The site owner wants to promote the site for town centre uses in the medium term. Appendix 4 should be edited to reflect a revised table 5. In the explanatory text to policy DM44 'Leisure' uses should be clarified. The 2013 DTZ report (Appraisal of Ipswich Town Centre Opportunities) identifies a dearth of leisure and food/drink units in the town centre which are needed to increase 'dwell time' in the town centre.

Representation Summary:

The County Council hopes that the Borough Council is having full and detailed discussions with NHS Property Services, on behalf of NHS England, in regard to provision of primary care services. Serious consideration should be given to whether there is a need for land to be allocated for medical services

DM44 Land Allocated for Leisure Uses or Community Facilities: we generally welcome this policy subject to any development being required to comply with policies DM33 - DM35. In particular, the development or enhancement of open space for recreation should not contribute increased recreational disturbance effects to designated sites.
