The Indicative Capacity (Homes) of 30 is unrealistic for this site by reason of its very high density by comparison to the existing surrounding housing, and would not protect the setting of existing buildings nor the particular spacious and open character and appearance of this part of Ipswich.

This is supported by the planning application for 4 houses on the land adjacent to 98 Henley Road, having already been refused by IBC, being dismissed on Appeal by the Inspector on the basis of the effects that proposal would have on (a) "the character and appearance of the area" (b) "the living conditions of future occupiers with regard to the provision of outdoor amenity space" and (c) highway safety and convenience. The Artificial Hockey Pitch is immediately adjoining this land, with the only current access route running along the northern side of the land. Therefore, it does not seem unreasonable that the Inspector's comments could equally apply to the Hockey Pitch.

The Hockey Pitch is classed as a sport provision and any housing development on it would be subject to policy DM28 being met. My understanding is that there is already a lack of sporting facilities in the North of Ipswich, so the loss of an established facililty such as this would be detrimental. Living close by, the Hockey Pitch seems to be well used year round, and due to its location is readily accessible not only by road but also by pedestrians and cyclists which should be clearly borne in mind.

Finally, the traffic on Henley Road will inevitably increase with the development of the Northern Fringe, thus bringing into question road safety by introducing yet another residential access on to the Henley Road, which the current access to the Ipswich Sports Club would of course become if the Hockey Pitch were developed. Congestion at peak travel periods along this section of Henley Road is already a growing problem - and this is BEFORE any development of the Northern Fringe!
