The Northern Fringe is the largest single source of land identified through the plan - more significant than IP-One and the rest of the urban area combined, or any windfall sources. It is therefore a cornerstone of the spatial strategy, yet expressions of the spatial strategy e.g. CS2 (also paras 6.8,6.10,6.17,8.28,8.109) treat it as a subordinate element of the strategy. The Northern Fringe should be recognised as an integral and positive element of the spatial strategy and wording amended to reflect that role.

CS2(e) BDC/MSDC support offices outside Ipswich centre as this is in line with proposals in BDC/MSDC but there remains the need to identify land for such provision within the Borough as the most sustainable location. The Core Strategy jobs target is reduced to 12,500. BDC/MSDC are concerned that the lack of job opportunities identified in the Borough will create an imbalance between jobs and homes, causing unsustainable commuting patterns. The Core Strategy must meet NPPF obligations: ensuring enough jobs for the in-migration resulting from housing provision; and ensuring job losses are made up for in addition to the projected provision.

Crest agrees that the central Ipswich areas will play a key role in contributing to housing delivery, but maintains that the Northern Fringe will be the major contributor to the sustainable delivery of residential development and new community facilities. Crest welcomes the acknowledgement that a sustainable urban extension to north Ipswich is planned subject to the prior provision of suitable infrastructure. Representation Summary:

CS2/8.27: We agree that easy access to jobs, goods and services by sustainable modes is important for sustainability. The Northern Fringe is not located within easy access of new centres of employment. Residents will need to commute to employment outside the Borough or across town, as there is no direct public transport available and it is too far for most to walk or cycle. Multi-site development of the entire Northern Fringe from the outset will undermine urban regeneration efforts. CS2 directs major new retail development to the Central Shopping Area but the only development has been at Futura Park.
