Representation Summary:

DM24 states that affordable housing provision will be required in accordance with Policy CS12 and replicates adopted Policy DM24. This emerging Policy is not 'justified' or 'effective'. As noted above, the appropriate Code Level is determined by Building Regulations and therefore should not be dictated by planning policy. We also consider part d. of the policy to be unreasonable. Evidence suggests that car ownership among affordable housing occupants is lower than market housing, and therefore the requirement to provide the same ratio of parking is considered unnecessary. We therefore seek the removal of part d.
