The designation of the green rim has no clear purpose or evidence base to support it. In the context where the plan is failing to both meet objectively assessed housing need and failing to make use of appropriate development opportunities within the Borough boundary the designation of a green rim is premature and prejudicial to the proper long term planning of the area.

Representation Summary:

Policy DM33 is inconsistent with other plan policies which allocated land for development. The way in which green corridors within allocated development sites should be considered must be clarified through amendments to the Policy. The Key Diagram/DM33 provide a very broad definition of the location and width of green corridors. It is therefore unclear how development proposals will be assessed against the policy in the absence of any clear definition of the physical extent of the corridors. On sites such as the IGS, directly applying the provisions of DM33 would sterilise large swathes of the IGS from built development.
