We are pleased to see a link with the mitigation measures identified in the Habitats Regulations Assessment (HRA) of the Core Strategy. However, the final sentence 'The Council is...' is not sufficient to satisfy the requirements of the Habitats Regulations. There needs to be a commitment in the policy to having a mitigation strategy in place, ideally by the time the plan is adopted or by a specified timescale shortly afterwards. This is necessary to give certainty that the mitigation measures will be delivered to ensure the plan is compliant with the Habitats Regulations and NPPF paragraphs 113 and 118.

We support the Council's ambition to set out a coordinated means of mitigating potential impacts of new development on sensitive receptors. However, flexibility is required to allow an appropriate and deliverable package of measures to be agreed in relation to relevant proposals.
