A categorization system could be used to show pubs that should be retained at all costs, those that should be retained using the current approach and those that should be used for housing. Certain pubs in Ipswich do nothing for the area apart from promoting crime and disturbance. Does Ipswich need all of the Social Clubs? Surely some of these could be incorporated into each other to provide space for housing??
