We are concerned that this policy fails to consider the potential ecological impact of the loss of open spaces, sports and recreation areas. Any such proposal should include assessment of such impacts and should follow the mitigation hierarchy to avoid, mitigate or compensate the impact.

Sport England supports a policy aimed at protecting existing open spaces and sport and recreation sites. We have concern that the reference to sites of low value and poor quality could encourage site owners to allow sites to fall into disrepair, as poor quality in itself does not mean there is no demand for a facility.
