There should be a preference for development on brownfield land. There should be some flexibility with density standards. In certain situations outside of the town centre it may be possible to achieve higher densities and each site should be assessed on a site specific basis.

Pleased to see the affordable housing target has been lowered and that a lower amount may be acceptable subject to viability testing. However, the policy does not provide for off-site provision or commuted sums, it would be helpful to provide these alternative arrangements.

Support the amendment to this policy which now contains clearer guidance around the grounds upon which the Council will accept evidence that there is no reasonable prospect of the site being used for employment purposes. The approach accords with paragraphs 51 and 52 of the NPPF.
