The change to 'preferably' from 'where possible' is supported. The new criteria are unacceptable. Whilst these issues of need and personal circumstances can weigh in favour of a proposal, they are not issues which can be regarded as criteria to assess acceptability. Such a stance does not accord with guidance in paragraph 10 of Planning Policy for Traveller Sites.
