The deletion of reference to any quantitative assessment of current Objectively Assessed Needs for housing does not accord with the NPPF, and removes any means by which the actual provision can be measured against overall need.Reinstatement of the best current estimate for OAN would be their suggested modification to address this.

The assessment of 5 year land supply should be couched in terms of both the Council's wider objectively assessed need and its interim target, to accord with paragraph 47 of the NPPF.
Amendment should take place to include reference to 5 year land supply against OAN as well as against interim requirement i.e. "The Council is currently unable to demonstrate a five year supply against both its objectively assessed need for housing and its interim housing target ..."

The amended approach to Green Rims, whilst generally supported, requires further modification to make the intentions of the policy clear ("effective") as regards the manner in which the Green Rim is to be applied to development outside of the urban area.
It is suggested that the final sentence be amended as follows:
"Development beyond the existing built up area within the Green Rim should demonstrate how the proposals will contribute to the objectives of the Green Rim through the delivery of publically accessible and connected green space"

The revisions are welcomed, but further minor revisions needed to ensure effectiveness in respect of the issues of 'separation' and the positive approach to residential development required, as described above and set out below.
Amendment to wording to criterion (a) regarding separation as set out above. Amendment to final sentence of new supporting para as follows:
"In the event that the infrastructure constraints can be addressed satisfactorily, and subject to compliance with the criteria in Policy DM34, the Council would adopt a positive approach to development in accordance with Policy CS7 Part C".
