The proposed wording of MM7 represents an improved policy position over that set out in the submission Core Strategy. However, it remains our view that a fully criteria-based approach, with an up-to-date SHMA as the first priority, would make for a more effective policy. In any event, the final paragraph of the policy should recognise that up-to-date evidence may superseded the affordable housing position statement where that is not up-to-date, thereby ensuring that the policy is effective.

This is necessary in the context of the detailed work being undertaken by way of Infrastructure Delivery Plan and the two planning applications now submitted in respect of the IGS. It is entirely appropriate for the detail previously contained in Table 8b to be determined at a planning application level, guided by the SPD and IDP. The proposed change will support effective implementation of the Plan.
