The NPPF requires local planning authorities to support local strategies to improve health and wellbeing. SCC has a duty to consider the Joint Strategic Needs Assessment and Health and Wellbeing Strategy. The latter contains four strategic outcomes that have land use implications which should be considered:
- Every Child in Suffolk has the best start in life
- Suffolk residents have access to a healthy environment and take responsibility for their own health and wellbeing.
- People in Suffolk have the opportunity to improve their mental health and wellbeing.
- Older people in Suffolk have a good quality of life.

Children's play space is relevant to health and wellbeing. The forthcoming supplementary planning documents on Public Open Space/Space and Design will be important. The County Council supports efforts to promote a high standard of safe, attractive and accessible play spaces. The Suffolk Play Strategy may be helpful in this regard. The document could set out more detailed requirements of specific sites if particular areas of deficit are identifiable in Ipswich. To access a healthy environment, measures proposed for improving walking and cycling connectivity, alongside the provision of open spaces/recreation facilities, are important for improving overall health and reducing health inequalities.

Housing is a key issue for older people. The County Council as social care authority is aware of the need to ensure a suitable mix of housing for older people; from market housing, through various types of supported housing. The Council supports local planning authorities to encourage new housing to be built to the Lifetime Homes standard, which makes it easier for people to remain in their own homes as their mobility needs change. Both authorities should also consider whether allocations of land for supported housing (for older people and other Adult and Community Services user groups) would be justified.

The County Council encourages applicants to contact the archaeological service in advance of seeking planning permission, to discuss assessment and recording requirements. This simplifies the application process and reduces the risk of underground heritage assets presenting an obstacle to delivery. The policies maps both include an Area of Archaeological Importance (AAI). AAI designations can be helpful in identifying to developers those areas which have a greater than normal chance of revealing significant archaeological remains. However, the document is not clear how the AAI is to be used, therefore a policy is needed within the next iteration of the plan.
