In Policy CS13d the site has effectively been delivered under Outline planning permission 11/00763 which remians live unitl 22.12.2015. As the policy objective has been fulfilled the site specific allocation is no longer needed and it is recommended Policy CS13d and Para 8.150 and 8.152 are deleted; as they are not justified or necessary this threatens the Soundness of the Plan. In the absence of any application non-B class uses can be assessed against Policy DM25.

Designation of the Nacton Road retail park is supported subject to an extension to its extent to include Futura Park because it is within 800m of Nacton Road and well served with cycle and pedestrian links. The success of the Nacton Rd site supports its expansion but there is no immediately available site to the south or west.

Para 8.146 and Policy DM25 seek to restrict uses on Employment Sites to those in the B Class. It is suggested this is infexible and there should be recognition of the role of all forms of economic development in employment creation. Wider uses can include retail and town centre uses, but also Sui Generis, in particular car showrooms. It is recommended that Policy DM25 is amended to include reference to 'Economic Development' rather than B Class uses; if not acceptable there should be reference to acceptable non B class uses and it is recommended car showroom is included.
