Council should acknowledge para. 21 of the NPPF and in particular bullet point 3, which states 'Policies should be flexible enough to accommodate needs not anticipated in the plan and to allow a rapid response to changes in economic circumstances.' The Consequence of this is that sites perhaps not envisaged at the plan making stage can suddenly become available whilst existing facilities may need to rapidly adapt at short notice. If planning policy is not sufficiently flexible, this can lead to unnecessary inertia, restricting development delivery and job creation.
