Northgate Street / Old Foundry Road junction has a V/C of 115% in the PM peak, which will mean that traffic will be backed up to the Upper Brook Street/ Tacket Street junction therefore blocking buses out of the Old Cattle Market bus station and buses heading into Tower Ramparts bus station. This will make the counter-flow cycle lanes unusable. IBC needs to identify when capacity will be reached and plan for new infrastructure to ensure the required levels of sustainable bus travel are delivered to ensure a reliable service, otherwise modal shift assumptions need to be revised downwards.
