The assessment of housing need based on trends for household creation and immigration over the past five years is questioned because these have been years of recession. It is suggested therefore that the forecast used under estimates the true future need. It is suggested that there is no commitment to work with neighbouring authorities required by the duty to cooperate. It is concluded that the policy is not positively prepared, not justified and is not consistent with the NPPF.
