You state that house prices in Ipswich are below the national average. Surely by the laws of supply and demand this would imply there is an excess rather than shortfall of housing. You only have to compare prices here with those in nearby locations with a genuine shortfall (for example Cambridge) to see this in practical effect. So the large-scale increase in housing stock that the strategy calls for is unjustified.
