Council should acknowledge para. 21 of the NPPF and in particular bullet point 3, which states 'Policies should be flexible enough to accommodate needs not anticipated in the plan and to allow a rapid response to changes in economic circumstances.' The Consequence of this is that sites perhaps not envisaged at the plan making stage can suddenly become available whilst existing facilities may need to rapidly adapt at short notice. If planning policy is not sufficiently flexible, this can lead to unnecessary inertia, restricting development delivery and job creation.

Para 8.146 and Policy DM25 seek to restrict uses on Employment Sites to those in the B Class. Where is the policy for growing jobs in Ipswich and regenerating the town centre? Otherwise the residents of proposed new homes will have to look outside Ipswich for work which is not of any sustainable benefit to Ipswich. Job creation of between 5,500 (a conservative estimate assuming one worker per property) and 21,000 have to be found for these proposals to have any chance of success and avoid the future problem of a decaying and under-populated development on the Northern Fringe and elsewhere in Ipswich.
