Yes to Northern Bypass. Needed because the Orwell Bridge is just not up to the job with no sensible diversion routes.
But avoiding problem currently with A14 which effectively makes Ipswich a walled town from the south.
Access to waterfront needs something exciting. An inner circular trolley bus connecting station, shops and waterfront might be not that expensive an option.
