A vibrant and buzzing town centre and greater transparency on development of key areas such as the Island site and undeveloped areas in the Waterfront. A better followed up local plan so that proposals for land use come to fruition much earlier than has been the case with previous local plans which promised much but either failed to do so, or have been delivered in piecemeal fashion.
