The main part of town has no capacity for more vehicles. The town is not too large for cycling but it needs to be made easy for people. Redevelop the cycle network e.g. a direct route into town from the east. Encourage people to cycle from a to b instead of drive by giving them a serious credible option: a proper lane that is smooth, flat and separate from traffic. Not by a kerb but clearly coloured and defined and properly made. Put in the infrastructure properly and the cyclists will come.
