Ipswich is very wide in comparison to other towns. This does not help in making the whole town accessible. Go north, put the infrastructure in and build the northern route. [See also response to Q4 regarding cycling infrastructure].
It is probably too late now, but there's a lot of remodelling of the junctions around East Ipswich; I wonder if any consideration for cycles has been put into those?
