As with other policies which seek to establish minimum standards, central government sets nationally applicable standards, and these should be reflected in policy. Where the Council wishes to encourage higher standards, it should only do so fully recognising the viability implications of those additional aspirations. In that context, we do not think that the Building for Life should be set as a policy target.
