DM34 needs to be made clearer to indicate that internationally and nationally important ecological sites both inside and outside core areas will be protected and wording added to reflect the protection afforded by the Conservation of Habitats and Species Regulations 2010. This could include the sites the policy is referring to and set requirements for a precautionary approach from developers to demonstrate 'no likely significant effect' and if this cannot be proved there is a requirement under Regulation 61 for a competent authority to carry out an appropriate assessment.
