It would help if the list of evidence at para 2.9 included reference to historic environment evidence such as conservation area appraisals and management plans and the HER. Recognition in para 2.11 that the Plan needs to address conservation and enhancement of heritage assets would be good, as this is key for many sites and opportunity areas.

At para 3.2 Objective 8 should be mentioned as there is a geographical element to protection and enhancement of the environment and heritage assets that the Plan should address. It would be interesting to know how the town centre Master Plan informs the plan and IP-One AAP in particular.

It is worth considering area based policies for the historic environment particularly given the limited policy coverage in the Core Strategy. This could address local designations such as conservation areas and buildings of townscape interest, and define character areas across the town based on the emerging urban characterisation study and other sources. It would be consistent with existing draft area-based policies on green corridors and the ecological network.

This site forms part of the approach to Whitton Conservation Area and is likely to form part of its setting. 100 homes could have a notable impact on the conservation area and more so if sites IP032 and IP140b are developed too. A very sensitive site where care is needed to avoid harming the historic environment. There are three scheduled monuments which are not mentioned as development constraints, even though the archaeological potential of the site could influence development, given that archaeology could extend beyond the scheduled monuments. Not recognising the monuments and not including development criteria increases risk of harmful development. Monuments may need to be excluded from allocation boundary and further assessment of archaeology is recommended. Central and wet dock conservation area and St Mary at Quay should be mentioned as issues, and impact on heritage addressed and justified.

A very sensitive site in a transition area, where care is needed to avoid harming the historic environment. The site contains a listed building and adjoins numerous heritage assets (two listed churches, Wolsey's Gate, one listed house, Central and Wet Dock conservation areas). There are two scheduled monuments to the north and the site was the location of Wolsey's college. The impact on the significance and setting of these assets will greatly influence its revevelopment. Further assessment of heritage impacts is needed and the site allocation will need to be justified and appropriate development criteria set if taken forward.
