A mixed approach is needed, but strategically the aim should be to limit the need for travel to work, and certainly not extended travel (e.g. to London). The effect of London economic growth on the South East has been to encourage more travel to London, leading to overcrowded trains, overpriced houses and worn out commuters. It's a failed strategy.
